What causes this issue? You either process Earmarked funds, that are subject to an approval procedure and you want to return an amount that is greater than the already approved amount. Or you are processing a Value adjustment document and want to enter a value reduction, whose amount is greater than (the approved) item amount of the earmarked funds to which the value adjustment refers.
